Hardening WordPress install by moving wp-config.php file path outside of a public folder

When installing WP to have the wp-config.php file installed one directory above the parent directory. Nothing needs to be tweaked to make this work, out the box WP allows this and if wp-config.php file is not in the WP installation path it automaticly looks outside of the public directory.
