Create a master php.ini & vhost blueprint

To allow us to create blueprints for php.ini & vhost config which gets installed on every site by default.
At the moment every WordPress site created, needs to have these files tweaked.
Allowing us to have this by default will save a lot of time and repetitive tasks.
